14.1 A board of directors shall be formed for the operation, supervision and management of the authority's operations. 14.2 Under the general direction of the Committee, the Board of Directors shall exercise all the powers and duties of the Authority in accordance with this Act and the rules and regulations made under this Act. 14.3 The board of directors formed according to sub-section 14.1 will have the following members:- 14.3.1 Development-Commissioner-Chairman 14.3.2 Head, Kathmandu Metropolitan City-Member 14.3.3 Head, Lalitpur Sub-Metropolitan City-Member 14.3. 3.4 Head, Bhaktapur Municipality – Member 14.3.5 Heads of the following offices in Kathmandu Valley – Member 14.3.5.1 Building Department 14.3.5.2 Archeology Department 14.3.5.3 Road Department 14.3.5.4 Department of Surveyors 14.3.5.5 Department of Tourism 14.3.5.6 Department of Housing and Urban Development 14.3.5.7 Water and Sewerage Institute 14.3.5.8 Nepal Electricity Authority 14.3.5.9 Garbage Management and Resource Mobilization Center 14.3.5.10 Guthi Institute 14.3.5.11 Nepal Telecommunication Institute 14.3.6 Urban Development Management Three members appointed by the Ministry of Urban Development to be inclusively represented from among related experts”

14.4 The staff of the authority appointed by the board of directors He will work as the secretary of the committee. 14.5 If the Government of Nepal deems it necessary, it may publish a notice in the Nepal Gazette and make necessary additions, reductions or changes in the members as per sub-section 14.3. 14.6 If the Board of Directors deems it necessary, it may invite any local or foreign expert or consultant to participate in the meeting of the Board of Directors as an observer.
